Definition: Signed into law by President John F. Kennedy to promote trade liberalization and economic growth, the Trade Expansion Act of 1962 was designed primarily to grant the administration broad authority to negotiate tariff reductions. However, a crucial component of the law is Section 232, which allows the president to impose trade restrictions (like tariffs or quotas) on imports if they are deemed to threaten national security.
